Originally from Lüleburgaz/Kırklareli, Ambassador Ulusoy was born in 1974 in Gölcük (Kocaeli).

Graduated from Ankara University, Faculty of Political Sciences, Department of International Relations in 1996, Ulusoy started his career in the Deputy Directorate General for the Council of Europe and Human Rights at the Ministry of Foreign Affairs the same year.

Ulusoy, who performed his military service as a reserve officer between 1997-1998, was appointed Attaché and Third Secretary at the Embassy of the Republic of Türkiye in Kuwait during 2000-2002. From 2002 to 2004, Ulusoy continued his Master Degree at the University of Chicago (USA), in the field of international relations, and was appointed between 2004-2006 as a Third and Second Secretary at the Deputy Directorate General for the Council of Europe and Human Rights at the Ministry of Foreign Affairs. During the years 2006-2010 he served as Second Secretary, First Secretary and ultimately as Counselor in the Permanent Representation of Türkiye to the Council of Europe (Strasbourg, France).

Following his appointment between 2011-2012 as Head of Department responsible for Libya and Syria at the Ministry of Foreign Affairs, Ulusoy was appointed as Consul General of the Republic of Türkiye in Brussels and continued this duty until the beginning of 2017.

Between 2017-2021, Ulusoy served respectively as Head of Department and Deputy Director General (since the beginning of 2018) for Syria and Lebanon at the Ministry of Foreign Affairs (later transformed into “Syria Deputy Directorate General”). As of March 15, 2021, Ulusoy started his duty as Ambassador of the Republic of Türkiye in Beirut.

Ulusoy is married with one child and speaks English and French.
